strike mention of non-execomm (SocComm, judcomm, jockcomm) from the constitution minus the Sgt at Arms and adding an electcomm; all comm guidelines moved to By-Laws
add to treasurer description, keeps record of all funding proposals

Pres and VP term requirement of having been a member of HouseComm changed to must have been a resident of East Campus for two terms and have guarenteed housing for the entirety of their term
all dorm-wide elections are run by ElectComm
remove "any member of housecomm may be removed by judcomm"
remove judicial powers from judcomm description
explicitely said that if 6 out of ten halls approve spending from surplus it's legit
have WebComm appoint a proxy over the summer as well as rushchair; have SocComm appoint a proxy for the summer or create a new position

secretary maintains all other ec mailing lists
in case of emergency president can appoint a proxy
expanding disgretionary budget up to $400 for HouseComm with an additional $15 for Treas

- All: guarenteed housing through completion of term in office

Treasurer: reimburses receipts, keeps track of reimbursements in excel spreadsheet as comms spend money; occassional lost checks; running the budget meeting
